Through eight years, the Lugansk People's Republic has been conducting work on collecting and documenting evidences of war crimes committed by the military and political leadership of Ukraine, as well as by the Ukrainian armed formations.
Currently, as new LPR settlements that were occupied by the Ukrainian armed formations are being liberated every day, we receive confirmation of available information and record more and more horrible crimes that the Ukrainian armed formations have committed throughout this time.
The most disturbing is the fact that we have received confirmation that for all of these eight years Ukraine has been concentrating and using chemical weapons in absolute disregard of international law. We have found allegedly burial sites of chemically toxic substances near the Seversky Donets River, close to a gas station, if detonated this chemical substance would have had devastating, catastrophic consequences.
We have plenty of various documents that were removed from the Ukrainian armed formations' positions, the ones they had left in a hurry during their retreat. These documents confirm the targeted killing of civilians, directed artillery strikes on civilian facilities. Thus, through these documents we realize that the leadership of the Ukrainian armed formations, the military and political leadership of Ukraine were well aware that they, contrary to international humanitarian law, were attacking civilian objects, the civilian population, what is directly forbidden.
Now we are fully aware that any provocation can be expected at any time. This is based on the analysis of the facts in front of us in such towns as Rubezhnoye and Popasnaya, which are now partially liberated by the LPR People's Militia. People testify that human shield tactics were used indeed, as well as the forbidden methods of total and aggressive war against peaceful settlements.
