The Russian Federation lifts coronavirus restrictions on the entry of citizens of the LPR, the DPR, and Ukraine from the territory of third states
Starting from 30 March 2022, the Russian Federation lifts coronavirus restrictions on the entry of citizens of the LPR, the DPR, and Ukraine from the territory of third countries. Citizens of the Lugansk People's Republic, the Donetsk People's Republic, and Ukraine may enter the Russian Federation from the territory of third countries including for the purpose of transit without obtaining a special permit.
Corresponding changes to the Decree of the Government of the Russian Federation № 635-р dated 16 March 2020 were adopted by the Government of the Russian Federation on 29 March 2022.

Thus, after the lifting of coronavirus restrictions, citizens of Ukraine can enter the territory of the Russian Federation from third countries without restrictions on foreign passports according to the previously established procedure.
The requirement to use foreign passports to enter the Russian Federation does not apply to citizens of Ukraine who have residence registration on the territory of the Lugansk and Donetsk People's Republics, who, as well as citizens of the LPR and the DPR, can enter the territory of Russia from the territory of a third state on their internal passports.
Earlier, the Russian Federation lifted coronavirus restrictions for persons entering the Russian Federation directly from the territories of the LPR, the DPR, and Ukraine (Decree of the Russian Government № 522-р dated 17 March 2022).
Corresponding changes to the Decree of the Government of the Russian Federation № 635-р dated 16 March 2020 were adopted by the Government of the Russian Federation on 29 March 2022.
